Early Learning Subsidy (CSS) – What Families Need to Know

Early Learning Subsidy (CCS) helps reduce the cost of approved child care. The Australian Government pays the subsidy directly to your child care provider, lowering your out-of-pocket fees.

Who is eligible?

You may be eligible if you or your partner:

  • Care for your child at least 2 nights per fortnight (14% care or more)
  • Are responsible for paying early learning fees at an approved service
  • Meet Australian residence requirements

Your child must:

  • Meet immunisation requirements
  • Not be attending secondary school (unless an exemption applies)

For children in secondary school, CCS may still apply if:

  • They are 13 or under, or
  • Aged 14–18 with a disability and need supervision

Evidence may be required to show why your child cannot be left unsupervised, including proof of disability or a statutory declaration.
Each person paying child care fees must apply and meet the eligibility criteria.

Extra Support Available

Some families may qualify for Additional Early Learning Subsidy, offering further help with fees if you are:

  • A grandparent
  • Transitioning to work
  • Experiencing temporary financial hardship

How Your Early Learning Subsidy (CCS) Is Calculated?

The amount of CCS you receive depends on three key factors:

Family Income

Your combined annual income (you and your partner) helps determine how much subsidy you can receive.

Activity Level

The number of subsidised hours you get is based on the person with the lowest number of recognised activity hours (like work, study, volunteering).

Hourly Rate Cap

The government sets a maximum hourly rate it will subsidise, depending on:

• The type of early learning service you use (e.g., long day care, family day care)

• Your child’s age

HOW DO I RECEIVE CSS?

Set up your MyGov account

Ensure your account is set up and ready to access.

Gather your documents

Supporting documents must be submitted

Claim CCS

• Sign in to your MyGov
• Go to Centrelink and select Payment and Claims
• Click Make a Claim
• Under Families, click Get Started
• Answer all questions and follow the prompts
• Submit your claim

Your claim can be tracked via your MyGov account – keep hold of your receipt details
